It means more than that.

It means no involuntary mobilization for current operations. This doesn't apply to state missions (which are not particularly common, and usually last only a few days anyway).

Stabilization Period

Prior Service or previously deployed soldiers will receive a two (2) year stabilization period (verified by DO214). States are responsible for tracking the stabilization period and ensuring they meet the eligibility criteria stated in this policy to remain in a non-deployable status.

Note: The stabilization period exempts Soldiers from current mobilization authority (OIF/OEF) but does not exempt Soldier's from a new, full federal mobilization under Presidential or Secretary of Defense authority, or State mobilizations under gubernatorial authority.
